Job Purpose

The role holder is responsible for developing and managing governance and compliance frameworks for the AlUla Manara Executive Program, ensuring alignment with national and international standards across operations, research, and tourism. The role supports risk management, regulatory adherence, and continuous improvement in collaboration with internal teams and external stakeholders.

Functional Responsibilities

  • Develops Almanar governance frameworks to ensure alignment with national and international standards
  • Monitors compliance risks across AlUla Manara Executive Program, and data privacy to proactively identify issues and recommend corrective actions.
  • Collaborates with cross AlUla Manara Executive to embed compliance into planning, operations, and decision-making.
  • Conduct regular compliance audits and reviews of observatory operations, research activities, and astrotourism experiences to identify gaps or deficiencies and ensure continual improvement.
  • Stay updated on evolving regulations and best practices in the fields of astronomy, scientific tourism, visitor management, and environmental sustainability, ensuring Manara Observatory remains at the forefront of industry compliance
  • Provides training and guidance to AlUla Manara Executive Program staff, volunteers, and partners on compliance expectations, ethical behavior, and observatory-specific governance procedures
  • Manages relationships with external stakeholders, including regulatory agencies, scientific organizations, and tourism authorities, to ensure alignment with evolving standards and expectations
  • Leads internal investigations into compliance breaches or concerns, ensuring timely resolution, transparency, and compliance with reporting requirements
  • Prepares compliance reports and presentations to inform leadership and advisory committees on compliance performance, audit findings, and improvement initiatives
  • Oversees compliance in asset development, ensuring all infrastructure, equipment, and observatory enhancements meet technical, regulatory, and sustainability requirements
  • Perform any other job-related duties required by the direct manager

Managerial Responsibilities

  • Contribute to the preparation of the Department's or Section's annual budget and monitor the financial performance of the Department or Section.
  • Develop the Department's or Section's objectives, KPIs, annual operational plans and ensure plan execution is meeting the targets
  • Ensure effective staffing, professional development and deployment of staff of the Department or Section in consultation with the Sector Executive or (Executive) Director.
  • Implement and execute the Department's or Section's policies and procedures. Oversee the overall performance of the section and ensure KPI’s are well developed, cascaded, communicated and monitored.
  • Provide input to the sector’s strategy from the Department's or Section's perspective in line with RCU overall vision and mission.

Academic Qualifications

  • Bachelor's Degree (Master's Degree Preferred) in Risk Management, Business Administration, or a related field.

Work Experience

  • 6 years of relevant experience and 2 years in a managerial role

  • Written and Oral proficiency of Arabic and English languages.
  • Excellent communication skills.

  • Familiarity with standards, regulations, best practices, and performance standards.
