Job Purpose
Manage the development, implementation, and continuous improvement of tourism standards and guidelines, ensuring full alignment with RCU’s strategic objectives and integration across incubation entities such as DMMO, Culture, Wildlife, Film AlUla, and Hotels & Resorts. The role ensures compliance programs are effectively executed, policies and frameworks are consistently applied, and standards are benchmarked against global best practices to strengthen AlUla’s tourism offering.
Functional Responsibilities
- Manage the formulation, review, and improvement of tourism standards and guidelines to ensure alignment with RCU’s strategic objectives and integration across incubation entities.
- Ensure the design and implementation of compliance programs, including audits, validations, and monitoring activities, to confirm adherence of tourism operators, service providers, and incubation entities to approved standards and regulatory frameworks.
- Design and update policies, frameworks, and processes governing tourism services to ensure consistency and effective adoption across tourism departments and incubation entities.
- Coordinate with internal stakeholders and external stakeholders to facilitate the adoption of standards, address regulatory gaps, and resolve compliance-related challenges.
- Supervise the roll-out of new and revised standards, guidelines, and operational manuals, ensuring incubation entities are properly briefed, trained, and supported in implementation.
- Establish monitoring mechanisms across incubation entities, consolidate compliance data, and provide reports and actionable recommendations to TSE leadership and management.
- Provide technical guidance, awareness sessions, and training to RCU and incubation entity staff to build capacity for consistent application of standards and compliance requirements.
- Benchmark tourism standards and practices against international best practices, recommend enhancements, and ensure competitiveness, sustainability, and high-quality visitor experiences in AlUla.
- Oversee the creation, validation, and archiving of records related to standards and compliance across incubation entities to maintain accountability and accessibility.
- Contribute to the tourism sector’s strategy by integrating incubation entities into the standards framework and participating in annual operational planning, KPI setting, and risk management activities.
- Perform any other job-related duties required by the direct line manager.
Managerial Responsibilities
- Contribute to the preparation of the Department's or Section's annual budget and monitor the financial performance of the Department or Section.
- Develop the Department's or Section's objectives, KPIs, annual operational plans and ensure plan execution is meeting the targets
- Ensure effective staffing, professional development and deployment of staff of the Department or Section in consultation with the Sector Executive or (Executive) Director.
- Implement and execute the Department's or Section's policies and procedures. Oversee the overall performance of the section and ensure KPI’s are well developed, cascaded, communicated and monitored.
- Provide input to the sector’s strategy from the Department's or Section's perspective in line with RCU overall vision and mission.
Academic Qualifications
- Bachelor's Degree (Master's Degree Preferred) in Tourism, Leisure, Hospitality sector, or a related field.
Work Experience
- 6 years of relevant experience and 2 years in a managerial role

- Written and Oral proficiency of Arabic and English languages.
