Job Purpose

Support portfolio-level investment planning, monitoring, and reporting activities across the Investment Executive Program. In addition, perform data consolidation, tracking, analysis, and reporting, enabling visibility across investment pipelines, progress, and decision milestones and maintain accurate, timely, and consistent investment information to support leadership decision-making.

Functional Responsibilities

  • Support consistent application of planning templates, definitions, and reporting standards.
  • Liaise with investment teams across SFP, PPP, Real Estate, Municipal, and Social Infrastructure to collect inputs and clarify data.
  • Support scenario analysis and comparative assessments where required.
  • Assist in aligning investment plans with agreed priorities and timelines.
  • Support annual and periodic investment planning exercises by consolidating departmental inputs.
  • Prepare briefing materials to support planning discussions and governance forums.
  • Assist in analyzing trends, bottlenecks, and variances across investment initiatives.
  • Support the preparation of portfolio-level reports, dashboards, and summaries for senior management.
  • Maintain structured investment trackers and planning tools to support portfolio oversight.
  • Track investment initiatives, milestones, approvals, and key assumptions across the portfolio.
  • Collect and maintain investment planning and progress information from IEP departments.
  • Ensure data accuracy, consistency, and timely updates.

Managerial Responsibilities

  • Contribute to the preparation of the Department's or Section's annual budget and monitor the financial performance of the Department or Section.
  • Develop the Department's or Section's objectives, KPIs, annual operational plans and ensure plan execution is meeting the targets.
  • Ensure effective staffing, professional development and deployment of staff of the Department or Section in consultation with the Sector Executive or (Executive) Director.
  • Implement and execute the Department's or Section's policies and procedures. Oversee the overall performance of the section and ensure KPI’s are well developed, cascaded, communicated and monitored.
  • Provide input to the sector’s strategy from the Department's or Section's perspective in line with RCU overall vision and mission.

Academic Qualifications

  • Bachelor's Degree (Master's Degree Preferred) in Finance, Economics, Business Management, Engineering, or a related field.

Work Experience

  • 8 years of relevant experience plus 3 years in a managerial role

Other Requirements

  • Written and Oral proficiency of Arabic and English languages.
  • Excellent communication skills.

  • Familiarity with standards, regulations, best practices, and performance standards.
