Job Purpose
Responsible for defining, leading, and executing RCU’s investment strategy across social infrastructure sectors, including education, healthcare, culture, sports, and community assets. Furthermore, shape the social infrastructure investment pipeline, guiding projects from concept through investor engagement, feasibility, tendering, partner selection, and transaction execution. The Director ensures that projects are structured in a manner that is strategically aligned, socially impactful, financially sound, and investable, while balancing public objectives with private-sector participation and acting as RCU’s senior interface with investors and strategic partners and provides clear investment recommendations to executive leadership.
Functional Responsibilities
- Define and lead RCU’s Social Infrastructure Investment strategy in alignment with RCU’s long-term development objectives.
- Develop and manage a prioritized investment pipeline across social sectors, ensuring strategic fit, readiness, and market attractiveness.
- Oversee the progression of projects from early concept to execution, ensuring consistency of approach and investment discipline.
- Provide strategic input on delivery models, investment structures, and partner selection approaches.
- Lead RCU’s engagement with local, regional, and international investors, operators, developers, and strategic partners active in social infrastructure
- Shape investor positioning, engagement strategy, and market messaging for social infrastructure opportunities.
- Lead high-level market soundings to assess investor appetite, risk allocation preferences, and delivery expectations.
- Represent RCU in senior-level discussions, roadshows, and strategic forums related to social infrastructure investment.
- Oversee the development of commercial and financial structures for social infrastructure investments.
- Review and challenge feasibility studies, financial models, and investment assumptions to ensure robustness and value for money.
- Provide clear recommendations on investment viability, partner selection, and transaction structures to Head of Investment Executive program and the CEO.
- Ensure alignment between social outcomes, operational sustainability, and financial considerations.
- Provide executive oversight of RFI, RFP, and tendering processes for social infrastructure projects. Ensure alignment
- Ensure tendering processes are competitive, transparent, and aligned with RCU governance and bylaws.
- Oversee bid evaluation outcomes and endorse final recommendations on preferred bidders and partners.
- Guide negotiations on key commercial and investment terms prior to final approvals.
- Lead cross-functional coordination across sector teams, legal, finance, and technical functions.
- Ensure compliance with RCU governance frameworks, investment policies, and approval processes
- Act as the primary escalation point for complex commercial, investment, and stakeholder issues.
