  1. Job Purpose

To manage the development and implementation of the sustainability plans, policies, activities, processes and procedures related to mitigating environmental and social impacts and maximizing positive contributions from development and activities within RCU’s geographic boundaries. Ensure that global leadership in environmental sustainability is demonstrated in all projects / activities within AlUla County, in line with international good practice.

 

  1. Key Duties and Responsibilities

Functional Responsibilities

1

Manage the enforcement of Sustainability Principles in line with RCU’s AlUla FwP, Sustainability Charter etc.

Manage the quality of the development/ activity proponent’s ESIA report, through review of content on appropriate methodologies, identification of environmental and social impacts, and that mitigation and monitoring are appropriate to align with the AlUla County ESIA guidelines, international good practice, nest within the outcomes and actions of the wider Strategic Environmental Assessment (SEA) and contribute to the AlUla County environment and social goals. Recommending solutions to fill gaps where deficiencies are identified.

Track and identify opportunities for collaboration between developers in the implementation of mitigation measures and opportunities for achieving positive contributions to AlUla County and national environmental sustainability targets.

Manage, establishment and implementation of an audit system to ensure environmental compliance of developers.

Review technical inputs and support the development of an environmental compensation/ offsetting scheme for unavoidable impacts following robust application of avoidance, minimization and restoration mitigation measures have been applied by the proponent (namely for biodiversity and carbon) that contribute towards AlUla County’s and national nature and carbon related targets.

Manage technical inputs to establish an adaptive management approach for long term monitoring of development/project impacts.

Build strong relationships and appropriate communication with relevant internal and external stakeholders, to maintain effective processes and procedures related to environmental sustainability towards achieving positive contributions in line with AlUla County and national environment targets.

Manage, communicate and raise awareness to internal and external stakeholders on the importance and relevance of environmental due-diligence in the achievement of RCU’s goals.

Manage, identify and promote awareness of the links between AlUla’s environmental and social targets across the sustainability agenda, as well as the role of protecting and restoring nature in the achievement of environmental sustainability targets, to gain efficiencies and maximise opportunities in the implementation of activities within the Sector department.

Control the development of environmental sustainability focused training for all staff to instill a sense of corporate responsibility and accountability to environmental and sustainability targets at all levels of the workforce.

Managerial Responsibilities

Provide input to the sector’s strategy from the Department's or Section's perspective in line with RCU overall vision and mission.

Develop the Department's or Section's objectives, KPIs, annual operational plans and ensure plan execution is meeting the targets.

Contribute to the preparation of the Department's or Section's annual budget and monitor the financial performance of the Department or Section.

Implement and execute the Department's or Section's policies and procedures. Oversee the overall performance of the section and ensure KPI’s are well developed, cascaded, communicated and monitored.

Ensure effective staffing, professional development and deployment of staff of the Department or Section in consultation with the Sector Executive or (Executive) Director.
