  1. Job Purpose

Senior management of the conservation and enhancement of Urban Heritage including its associated features, sites, areas, landscapes, standing and ruinous heritage architecture and places of cultural significance and monitor the documentation and protect the urban heritage by its research.

 

  1. Key Duties and Responsibilities

Functional Responsibilities

1

Lead the development of the vision, objectives, strategies, and action plans for the conservation of urban heritage sites based on assessments of the architectural and structural features, the urban heritage context, the surrounding landscapes, and other elements of cultural significance.

Design, lead and manage surveys, documentation, condition, research and studies of the Urban Heritage from architectural, urbanization and historical perspectives and the Urban Heritage assets of AlUla and create a digital file for each asset, to include full survey documentation (3D and 2D, exterior and interior), photos, description, ownership etc

Review and evaluate Heritage Impact Assessments reports and propose recommendations, mitigation measures and monitor any intervention on the Urban Heritage assets in accordance with international best practices, when requested.

Evaluate whether the AlUla County databases is appropriate for urban heritage architecture; if not, lead the creation of a database that is, as well as easily accessible and spatially related by using a geographic information system and digital documentation tools.

Contribute to the creation of policies, processes and initiatives for the documentation of the state of conservation of the urban heritage assets in AlUla County.

Lead and support the management and monitoring all preventive, interceptive, and emergency conservation programmes and initiatives.

Supervise, manage and monitor urban heritage management plans and actions.

Contribute to the development of urban heritage conservation adaptive reuse guidelines for each tagged area in coordination with Planning and Design Department

Provide technical solutions as well as recommendations for the landscape and infrastructure design to ensure that these conform with the authenticity and integrity of the sites, when requested.

Lead research and initiatives to further develop the field of urban heritage conservation in AlUla County.

Managerial Responsibilities

Contribute to the sector’s short- and long term strategy from the Department's perspective in line with RCU overall vision and mission.

Develop the Department's strategy, objectives, KPIs annual operational plans and ensure plan execution is meeting the targets.

Prepare and submit the Department's annual budget for approval taking all planned activities and necessary investments into consideration by monitoring the financial performance.

Oversee the development, maintenance, implementation and adherence of the department policies and procedures as well as the overall performance of the department and ensure KPI’s are well developed, cascaded, communicated and monitored.

Ensure effective staffing, professional development and deployment of staff of the sector in consultation with the Sector Executive.

6

Direct the Department's connection to its customers, whether internal or external, to ensure customer needs are met effectively.
